The 1930's dress is made of polished cotton chintz. There are some light underarm stains that would not be noticed when worn, and some scattered darker spots on the back part of the skirt that get lost in the fabric. The bust is 36:, waist is 30" and Skirt Front - 40" in length from the waist to the hem. The shoulders measure 13" across. The fabric is still very strong and sturdy. The dress is wearable. It slips on over the head. The waist size is 30 inches, not 23 inches. and the sleeves are not 23 inches, they are much shorter.   This was a typing error
